The law provides for an increase in the minimum lease period for perennial plantings to 25 years.

President of Ukraine Volodymyr Zelenskyy signed the Law “On Amendments to Certain Legislative Acts of Ukraine Regarding Stimulating the Development of Viticulture and Horticulture”, which the Verkhovna Rada adopted on December 17, 2021.

“The document aims to create appropriate economic and legal conditions favorable for the development of viticulture and horticulture in Ukraine,” the message says.
The law provides for a number of changes, in particular, the list of Ukrainian citizens who have the right to buy out land plots of state and communal property for running a peasant (farm) economy is expanding. And also from 2024, citizens will have the right to redeem land for land that belongs to perennial plantations, if such persons have been growing perennial plantations on these land plots for at least three years. At the same time, the law provides for an increase in the minimum lease period for perennial plantings to 25 years.
State budget and support for farmers:
The state budget for 2022 provides for expenses for the Ministry of Agrarian Policy, in particular, for financial support of agricultural producers – UAH 4.4 billion; support of farms – UAH 180 million; land reform – UAH 139.4 million; conducting an inventory of lands and updating the cartographic basis of the State Land Cadastre – 237.8 million UAH.
Financial state support for farmers for 2021 as a whole amounted to UAH 4.67 billion.
On March 10, 2021, the Cabinet of Ministers approved an updated procedure for providing financial support for the development of viticulture, horticulture and hop growing in Ukraine.
On December 17, 2021, the Verkhovna Rada adopted the Law “On stimulating the development of viticulture and horticulture in Ukraine.”
On December 24, 2021, the conditions for lending to farmers were changed in Ukraine.
