According to the Budapest Memorandum, Ukraine must be protected from nuclear encroachments.
If Russian President Vladimir Putin decides to use nuclear weapons, the West will respond with harsh measures, up to a preemptive strike on his bunker.

“Putin has painted himself into a corner after he declared war on Russia itself, declaring mobilization. Mobilization in the form in which he presented it is a pre-extreme step, some line of his, after which he is already thinking of using nuclear weapons It is the only one he has left after mobilization, and even more so after a failed one … The Russians have such thoughts, and the Russian military-political leadership is considering such options,” he said.
At the same time, Svitan emphasized that, according to the Budapest Memorandum, Ukraine must be protected from nuclear encroachments:
“I think the issue has already been resolved among the signatories of this Budapest Memorandum. And there the United States, and China, and England are countries that have nuclear weapons. They will take measures, most likely, a preventive strike. Before it is taken such a decision by the Russians, or some kind of movement for the transfer of nuclear charges will be launched.
The colonel believes that Putin will not be able to use nuclear weapons. In his opinion, the probability that he will not be allowed to do this reaches 99%.
“The system will not allow the Russian Federation to use these weapons at various stages, including the elimination of the top of the military-political leadership of Russia even before giving the command to use nuclear weapons. Most likely, this option will be used as soon as they have such an idea to actually carry out this threat. This is the most painless, the easiest option for the world – to simply destroy the decision-making center, Putin,” Svitan said.
The expert added that NATO countries have high-precision weapons that allow them to destroy a certain object without the slightest threat to the civilian population.
Putin’s nuclear threats: how the West will respond
Russian President Vladimir Putin recently provoked yet another discussion of the risks of a nuclear strike. He again threatened the whole world with the use of weapons of mass destruction allegedly “in response.”
According to experts, in the event that Putin decides to launch a nuclear warhead, the actions of the West and not only to prevent a strike will be instantaneous.
In particular, the Russian opposition politician Ilya Ponomarev said that even his entourage, which is totally against such a development of events, will try to stop Putin. In this case, Putin will be waiting for physical elimination.
Military expert Oleg Zhdanov, in turn, recalled that Ukraine’s partner countries are ready to deliver a preemptive strike.
And the publicist Andrey Piontkovsky expressed confidence that the West has outlived its fear of blackmailing Putin and is ready to destroy him if something happens.
