The head of the Lviv State Land Cadastre Kavetsky, twice suspected of abuse, was released under a personal obligation – the decision of the Pechersk Court
The official received the first suspicion in the spring of 2022.

Andriy Kavetsky, head of the Main Directorate of the State Geocadastre in the Lviv region, whom the State Bureau of Investigation suspects of illegally distributing recreational land, received a preventive measure in the form of a personal obligation, and was also not removed from office despite at least two suspicions of abuse. This is stated in the relevant materials of the Pechersky District Court of Kyiv, which were published in the Unified Register of Court Decisions.
Back in the spring of 2022, it became known that SBI investigators reported the first suspicion to Kavetsky, who allowed him to illegally alienate communal land with an area of 26.7 hectares on the territory of the Zimnovodsk village council and distribute it to private individuals. The cost of the land is estimated at 113 million. In addition, the fact that an official signed orders on the approval of land management projects for the allocation and transfer of land plots was established. This led to damage to the community in the amount of more than 480 thousand UAH.
At that time, it was reported that information was being checked about the commission of similar crimes and the receipt of bribes from customers who were granted illegal permission to design plots. The investigation is underway under Parts 1 and 2 of Art. 364 of the Criminal Code (Abuse of power or official position), on the grounds of committing criminal offenses under 3 Art. 365 of the Criminal Code of Ukraine (Excess of power or official powers), part 2 of Art. 367 of the Criminal Code of Ukraine (Official negligence). The case went to trial in July 2022.
At the end of February 2023, it became known about the second suspicion to Kavetsky on the facts that were revealed during the investigation of the previous case. According to the investigation, in 2015-2016, the suspect issued about 30 orders, which approved land management projects and transferred land plots for individual summer cottage construction to citizens.
“Contrary to the requirements of the law, the official decided to grant the ownership of citizens of 30 land plots of Skolevskaya and Turkovskaya communities, with an area of more than 2.7 hectares. Recreational lands were distributed for individual summer cottage construction. The official caused damage to the state in more than UAH 3.8 million” , – reported in the GBR.
The head of the State Geocadastre of the Lviv region was suspected of exceeding power or official authority (parts 1, 3 of article 365 of the Criminal Code). Law enforcement officers filed a petition with the court to elect him a measure of restraint in the form of detention and removal from office.
However, the Pechersky District Court of Kyiv, which considered the petition for a measure of restraint, decided that the defendant in two criminal cases could be in the status of a suspect at large under a personal obligation. In addition, the motion to remove the official from office was rejected.
These are far from the first criminal cases involving the chairman of the Lviv State Geocadastre Andriy Kavetsky. At the end of 2019, the State Bureau of Investigation already came to Kavetsky with searches due to abuses with plots in the Pustomitovsky district of the Lviv region.
