On May 19, the Cabinet of Ministers of Ukraine adopted a resolution aimed at improving the procedure for passing mandatory technical control. Vitaly Fiklistov, Head of the Department for Interaction with Subjects of Mandatory Technical Control of the Main Service Center of the Ministry of Internal Affairs, told what changes will occur in the procedure for passing the mandatory technical inspection, and what they concern.

“All this is aimed at improving the quality of checking the technical condition of the vehicle. As for the owners of vehicles, there have been practically no changes. As before, the owner addresses business entities, the business entity checks the vehicle for compliance with the technical condition. If everything is fine, issues a protocol for checking the technical condition. If there are any technical malfunctions, it issues an act of non-compliance with the technical condition,” he explained on the air of the information telethon.

He noted that the main purpose of the changes by this resolution was the desire to harmonize and improve the quality of vehicle inspections directly by employees of business entities.

“Since we have recently seen a lot of facts when vehicles are moving on our streets in a technically faulty condition, the main goal was to improve the quality and prevent the movement and operation of such vehicles on the roads of our country,” Fiklistov emphasized.

The head of the Department for Interaction with Subjects of Mandatory Technical Control of the Main Service Center of the Ministry of Internal Affairs noted that the main changes are envisaged not only in the introduction of an electronic protocol, but also video recording of the process of checking the technical condition, changing and improving the scope of such checks. According to him, the introduction of an electronic protocol will significantly reduce the risks and practically make it impossible to falsify the form of the protocol for checking the technical condition of the vehicle.

“Based on the results of the technical condition check, the business entity draws up an electronic protocol, information about which is entered into the Unified State Register of Vehicles. The introduction of an electronic form of the protocol will reduce the level of forgery even to zero,” Fiklistov emphasized.

He also explained that the current norm of the resolution provided for photographic fixation of the process of technical inspection of the vehicle, but this is not enough today, since not all business entities conduct a really high-quality check of the technical condition.

“We are all participants in the traffic and see what vehicles are moving on the roads, so we came up with a proposal to introduce video recording of the technical condition check process. It will be carried out during the entire process of checking the technical condition of the vehicle, video recording materials will be stored by the business entity. And the link to the video recording itself after the car is checked will be uploaded to the Unified State Register of Vehicles,” Fiklistov said.

The government adopted a resolution to improve the procedure for passing mandatory technical control. The corresponding decision was made by the Cabinet of Ministers of Ukraine at a meeting on May 19.

We are talking about the government decree “On Amendments to the Resolutions of the Cabinet of Ministers of Ukraine dated January 30, 2012 No. 137 and May 31, 2012 No. 512”.

An electronic form of the protocol for checking the technical condition of the vehicle has been introduced. If necessary, with the possibility of printing a paper copy of the protocol. However, the printing of the protocol is possible only on the form of the established sample, the cost of which is paid by the business entity.

Also, the volumes of checking the technical condition of vehicles have been updated, video recording of the process of mandatory technical control of vehicles has been introduced.
